The new Government Primary Schools to cater particularly for the children of working class parents were opened in September, 1949. Both schools will run in two sessions, a.m. and p.m. and each session will accommodate approximately 500 students. The total 1949 output of trained teachers from the Northcote Training College was utilized in staffing these schools and was insufficient for complete staffing.
General Conclusions:
13 The facilities at present available for the training of
teachers in Hong Kong are only barely sufficient for replacement and expansion in the Urban Government and Grant-Aided Schools and for the Rural Subsidised Schools of the New Territories.

Northcote Training College course is at a higher level than that usually required for subsidised primary schools. There is need of a special training centre for lower primary teachers, either in Northcote Training College or in a separate centre.

It is not likely that Northcote Training College trained teachers will be attracted to subsidised schools unless the salaries (in the Urban districts) are the same as those in Government and Grant-Aided Schools. In addition, proper recognition should be given to certificated teachers in subsidised schools for previous experience. In short, those teachers who have been trained at Northcote Training College should, if they elect to teach in subsidised urban schools, command the same salary as they would get in Government and Grant-Aided schools. The extra cost to Government would be $1,000 per annum for each Northcote Training College graduate employed after September, 1950 in the first year and an extra $180 in each year for increments together with a maximum of $5,100 for men and $4,080 for women as against the present subsidised scale of $3,300 for men and $2,700 for
